Yes, it should. It's an unnecessary medical procedure that is usually only carried out by doctors who want more money in their pockets for performing the operation. There is only one reason to be circumcised, and that is if you are Jewish (circumcision being one of the commandments of Yahweh laid out in the Bible).

You stated in your question that it would be a procedure performed on children/embryos, who lack the emotional maturity to make an informed decision about their own sexuality and whether or not they would like that aspect of themselves to be different. If the procedure was made available to consenting adults who wished to change their own sexuality then I would support it, but for a parent to force it on a child who isn't aware of their own sexuality yet leaves a very bad taste in my mouth.
