And I think they're smarter too. You have to appreciate a Phantom who has downed one of your squadmates then cloaked and hid somewhere in the hope that someone will attempt a rescue.

Some, yes. Some really know what they are talking about. 75% DR JUST FOR MOVING IS BS. Palm blaster with Atlas cannon damage and accuracy and ROF of a Paladin is BS.
Hey I want my Drell, Fury and Geth have 75% DR just for moving. How about that? I want my Shadow to have 90% DR while doing cartwheels. Why not? And I want to be able to restore shields in cloak.
If I shot a Phantom with a Claymore she should fkn die. Not take 1 bar of damage.

Banshees need higher barriers/less armor with Brutes getting more armor. They also need a Salarian unit that could deploy Barrier Generators, considering the other 2 groups are getting a unit,
Geth Prime Drones should not stagger and stay closer to the Prime instead of wondering off by itself. I think Hunters should have slightly lower shields, but be able to cloak when they have no shields.

1 Phantom alone is not a problem. The issue is how to kill her fast when there's Atlases shooting at you, a grenade at your feet and plenty of Centurions also shooting. Do you like how your Piranha do next to no damage to her? Do you think that makes sense?

As for other characters...
Krogan heavy melee. Kinda risky, but I've had a lot of success.
Overload + a trusty weapon. She seems to immune to Warp. *shrug*
Vorcha flamer maxed for damage.
Reegar carbine (the close range weapon on my quarian characters)
N7 Shadow = Ninja fight!! And you easily win.

Depends on what you're comparing them to. Seems like Toa was comparing them to Boss units, while you were comparing them to trooper units. Anyway, they're fine as is. They are the real threat of Cerberus. The others are just...there. They and turrets (and even turret deaths are because I lost track of them while trying to avoid fighting a squad of phantoms) are the only two things that down me or my teammates on Gold. Were they not the psycho ninja they are now, Cerberus would be a complete joke.

You play Gold, you know there will be 3 Phantoms at once spawning running all at you at once (if you are close to their spawn), so what, or you know how to deal with 3 at once or run away or die.

They just got one with the patch. It used to be theyd charge you and take off ur shields and you'd have more than ample time to escape. Now they charge you then smack you in the face with their armoured claw. This = death.
Sometimes if ur lucky you can dodge after the new charge hits you but survival is more like 50/50 after the patch. It used to be more like 20/80 in our favour.

I used to agree with this very strongly, but lately I'm killing phantoms easily, so I'm not as sure.
Before, I would get OHK'd occasionally but now I can't remember the last time.
Guns in particular that I really like for them are: the Scorpion (my favorite anti-phantom choice, makes them laughable), the Falcon, the Graal (if no lag/hosting), the GPS, Talon, Harrier, and Claymore (wouldn't use this for phantoms unless you're really good at reload cancel though).
Also, powers like Tech Armor's detonation are really great for phantom control, giving you time to counterattack or run away when she gets too close. Also awesome for killing off almost-dead enemies and dropping packs of husks instantly.
If I had to pick one thing, I would say their pew-pew phase disruptor thing needs a damage reduction, but everything else I'm pretty okay with.
I've found that using your powers to control when she will put up her blue hand barrier makes finding time to shoot her pretty simple. I will often 'waste' a grenade just to get groups of phantoms to stop and let me shoot them, or let me go and find my teammates for support.
With grenades in particular, when a phantom is in close range, I target the floor or somewhere to keep the aim box off of her, keeping her from putting up her barrier and letting the grenade hit her as it should.
For anyone who seems to struggle against them, I recommend soloing to let yourself have some no-pressure practice. It's great to test guns and figure out how best to use them against particular enemy units. Recently I was doing this with the Graal and Guardians, practicing headshots. Had a lot of fun actually.

Hey I can manage. I have no problem doing it. I do what must be done. I dunno about your experiences with the Pirahna and the Phantom have been like but I tear that ass up. Break her sword a lot of the times too. Besides what it comes down to is if your team is dealing with all the other stuff and the Phantom is singled out. All about timing.
