In Dragon Age: Origins -Awakening we learned that it was possible for Darkspawn to speak, thanks to the Architect's experminents. These Darkspawn are capable of independent thought and able to function free of the influence of an Archdemon.

So, why not a Darkspawn companion in Dragon Age III?

People might not appreciate you spreading blight disease all over the place.

Otherwise, you don't want to remove too much mystery and menace from the Darkspawn.  Occasional non-hostile contact is one thing, but a full fledged party member risks going too far.

Already been suggested several times. We'll see what they do for DA3:I, but I find it a bit cliché to have a Legion (practically a 7of9 analogue) in DA3:I after the Architect in DA:O-A.
