Hoarding is only for players who have almost everything maxed out, no reason else to really unless you are like me and horde for mass promoting for N7 rank so you don't have to play lower level characters. I Usually save up to 1.5-2M, that is the sweet spot to promote and buy spectre packs, anything more and you're just banking points for no reason (unless you have things maxed and want to wait for DLC).

TLDR: who cares, it doesn't matter unless you have everything maxed already.
