Volus Haven't played a combat role in mass effect so why are they being added?

Send a human that's tripping on LSD. Same result, though no little biotic bullet thing.. That mean no human can be biotic? Doubtful.
Actually the drugs that he was strung out on INCREASE biotic potential. He was high because he had far too many doses. This is like having biotic quarians. You could potentially induce it, but they are practically non-existant, amplified by the fact that they were enviro-suits making them less susceptible to eezo spills.
To address your analogy, humans cannot act as powerful biotics, without the help of implants.

It is entirely possible that the interpretation of the volus as a weak combatant is a cultural matter rather than a biological one. They might in fact have the combat capabilities to be effective in the sort of engagements we see in MP, whether that be hardened exosuits or combat grade offensive tech or biotics, and we just haven't seen them use such capabilities yet because "screw that, I have money, let the Turians do that." Well, the Turians aren't there to cover their rotund asses any more, so its up to the Volus, or just a slightly more badass percentage of them, to guard themselves.
The average American is not exactly the pinnacle of fitness, but the average American soldier is getting there. We've only seen the likes of bankers and businessmen as examples of the Volus race. Their average Joes, as it were. Maybe including the Volus is a means of showing us another aspect of the race and make us take them slightly more seriously.
You can quote all the codices you want w.r.t. a pacifist volus, but you must realize that the codices largely describe a pre-Reapers galaxy. In at least some logic systems, anything is derivable from a contradiction. Consider the reaper invasion a metaphorical contradiction. Even if they aren't the most effective ground troops, the Volus will pitch in in whatever way is required of them.

Oh, this is still going. Anyhow. I'd like to reiterate this. The power of a writer seems to be completely overlooked in this discussion. An amendment I'll make is that as far as established lore is concerned, the story and character element is always chagning and growing.
Lore is polymorphic. There is no reason to be upset until you see it broken in or altered or a way that does not fit the setting. Nothing is broken yet. Nothing is twisted yet. Furthermore, even if Volus were making it in--and we had 100% comfromation--you'd still be wasting your energy being upset until you see how it is done. Keep an open mind, and cast your judgements after the fact.
It is such a waste of energy to be feel so vehemently frustrated over something that has yet to even be confirmed yet----something that may or may not be, and may or may not be to taste.

That's like saying the US has a terrible army and navy because they have a great Airforce. Sure, US doesn't have the best navy in the world, but it doesn't mean Americans are going to all serve in the Airforce.
Same concept for Volus. Yup, they have great bombers and ships. That means nothing for their ground troops.
If, by "doesn't have the best navy" you mean there isn't even a close second, then sure.
