There were absolutely some really low resolution and rather disturbing looking elven NPCs in DA2. There were also a bunch of low resolution and disturbing looking human NPCs floating around in the background, too. I think it came down to time constraints. But that doesn't mean the redesign is a bad idea. The elves are further distinguished from humans. They are a bit more unique and less in the Tolkien model.
Funny thing, but those you named were some of the ugliest ones for me. DA elves are lore-defined as aesthetically pleasing (statistically speaking), on which front DA2 failed miserably. To be honest, those background elves were about the only ones I liked besides Fenris. Again I'd like to mention that it's not in the redesign itself, but in the way it was implemented into the actual game look. While their faces were horrible enough (Zevran, my poor beloved Zevran, why oh why), what was most off-putting were their blocky, malnourished, 13-year-old-like bodies.
