If I delete all my saved games...will I still have the Completionist Achievement's XP bonus for a brand new playthrough?

Yes. The Achievements are stored in a different file from your saves.
If you're on a PC, It's a good idea to back it up somewhere safe so if you have to reinstall your OS you don't loose them. It's located in "[Documents Dir]/BioWare/Mass Effect/Save". The file is called "Profile.MassEffectProfile". Copy it somewhere where you won't loose it (external HDD, Flash Drive, Cloud Storage, where ever) so if you ever have to reinstall, you can just copy it into your Mass Effect save directory and you'll have them all back.
