Well I had made a city elf at some point before getting to the Alienage so I was actually expecting less than what was there.
Val Royeaux is supposed to have a spectacularly impoverished alienage though. Maybe DA2 will have bigger and better slums.

i just felt it didn't fit or was the story about a prince getting killed by the elf's just that , a story.

The Elf killing Arl's son is the city elf origin. So yes it did happen and if you aren't that Elf then Duncan wasn't around to save them.
