What if i get a new hard drive and i want to get Dragon Age back on my system?Can i download it again up to one year after purchase from EA games as long as i have my key?

That is neither a "Game" tech problem, nor a Bioware problem, and should be addressed to EA. However, all you need to do is buy the "retail" version of a drive, which comes with software, or download that same software to an intermediate location (different PC). With that program, you can dupe off the contents of the old Hdd onto the new one.
