So I'm downloading Bring Down the Sky for the first time because I purchased the platinum hits edition.

My question is...when is it best to play the DLC during the ME1 storyline?

you need a high persuade to get his omni tool (not extremely)

Whenever you like. It's sufficiently separate from the story that it fits in pretty much anywhere. Good loot so maybe before a tougher mission.

I always play it as the last side mission so that I can get the Savant X omni tool.

Usually I go Feros-Theurm-Other Side missions-Noveria-Listening Post Side missions-Bring Down the Sky-Virmire-Illos

I thought the level of the gear you get as a reward from the engineer guy was related to your level like everywhere else rather than when you play it. Pretty sure I've got a Savant X tool from him playing BDtS very early on with a character somewhere in the 50s. If so then you only have to play it late if you need to level up first, but if you're doing a second playthrough then unless you scored one last time you might as well go and do it and soon as you've levelled up enough to get the Savant X rather than play so many missions without the best omnitool in the game.
