have Leliana as a rogue and maxed out on picking locks, she opens everything, almost, every once in awhile it shows the open lock icon when I mouse over a chest but when she attempts to open is says insufficient skill, is there something I am missing?

Her cunning is too low.

With max lockpicking, a cunning of 30 is needed to open all locks.
