Is it just me, or does the Havoc suck?

Cryo blast is also nothing like proxy mine. It does no damage, and requires the target to have no barrier or shields to even do anything.
And I've been trying the Phaeston, but its damage output is just so.....pathetic. I literally am taking around 3/4 of a clip of headshots to kill a frozen abomination. On silver. I also don't have the Harrier.
Any more ideas?

Havoc Strike gives invulnerability frames: I've used it to block banshee warps. Apart from that, as a source of damage it is rather underwhelming.
His dodge has amazing maneuverability, and gives heavy DR I feel. Gold Brute charge took off 1/5th of my shields while I was dodging.
Heavy melee appears to give DR but that might just have been bronze being wimpy.
I build for 3/6/6/6/5, with maximum debuff and damage for passives. Ops pack can be specced however you want.
Play CQC, using HS for closing distances and abuse your invulnerability frames and insane maneuverability. Dodge between reloads and powers, and nothing should be touching you. I ran with the raider without any extra amps, and still shredded Reaper Gold to pieces.

But there lies the other issue; his dodge.BluzCluez wrote...
Don't want to be counterproductive here, but you're doing it wrong.

It's obviously something built with PC players in mind. As a console player, dodging and aiming are done with the same thumb. Combine this with the facts that we can't turn as fast and that we can only dodge in directions of 90 degree angles, and combine that with the insane range on his dodge, and then combine that with the almost complete lack of ground that isn't completely filled with cover, and I more often than find dodging to be counterproductive.
And I really don't seem to have any good weapons for him, apparently. Ran the revenant, but him having a dodge now makes reload cancelling much more difficult.

Dude. The Havoc Soldier might just be the best in the game. Try this build.
4: Damage
4: Shields
6: Duration, Speed, Vuln.
6. Damage, Headshots, Damage
6: All Health
Great damage dealer, with the ability to quickly recover shields and Havoc can stagger annoying enemies like Nemesis, Phantoms. It kicks ass. Spam Cryo and go for headshots.
What about weapons?
I was caving in Geth heads left and right with the Phaeston X, since it was my best AR. Imma try the Harrier now. I expect greatness. The Locust might also be really good because of it's headshot multiplier. You don't need 200% recharge with this build, but if you keep it low you can spam Cryo.
Is this on gold at least?

Likely not, unless he was also using every single possible piece of gear to boost its damage. I had trouble using it even on silver. :/Star fury wrote...

6/4/4/6/6
You only need Cryo to 4 for the extended Radius, since Havoc Strike can trigger Cryo Explosions. Do remember that you need the target to be completely frozen, not chilled, to get the explosion. Also, DON'T HS if there's a mob. Yes, you can pop a stim pack to regain your shields, but you're not a Novaguard or a Kroguard. Don't play like one.
