Neither of the candidates are paragons of virtue. Basically, Bhelen is for change ( and will do anything to achieve it) and Harrowmount is for the staus quo (caste system). Pick your poison.

Yeah, originally I thought Harrowmont was the easy (good) choice but I ended up liking Bhalen's ideas of opening up.
Basically I think Harrowmont is a better person but Bhalen has better ideas for society. But I chose Harrowmont because I felt Orzammar needed someone more trustworthy for now.

Well obviously the short-sighted choice would be Harrowmont but the epilogues tell a different story, so pick Bhelen he maybe a cold-hearted tyrant but that's what makes a good leader apparently.
Btw you double-posted.

Bhelen, ruthless but benevolent dictator.
Harrowmont, weak compromise seeking partypleaser.

While neither one is worth a plug nickel, if you do the dwarven noble origin story you'll get more background as to what happened to create the constitutional crisis in Orzammar.

I went with Harrowmount the first time around but after trying out Bhelen I thought him better afterwards. Both sides have problems just like with anything in politics. After I had done the dwarf noble origin I honestly would still pick Bhelen.
