the problem is a firewall blocking it from makng changes, adjust your security settings to allow origin to make changes to your pc, do the same for me3, then make sure there allowed "FULL ACCESS" through your firewall, then check that your not useing port forwarding on the router (most only allow one internal connection on a port) disable the routers builtin firewall and NAT (most have them enabled by default)
then see if it magically starts working
if it does remember what you did cos running without the router firewall /NAT switched on is generally bad, if its an advanced router then you will probably be able to setup an exclusion rule for me3 and origin.
theres several parts you need ot ensure are in the allowed list (turning off the firewall probably wont work) i put a list in

how many firewall entries do you have for origin/me3/eacore?
i just checked and i have 2 for origin, OriginClientService.exe and Origin.exe
also eacoreserver.exe
and
masseffect3.exe
file locations for those are c:originoriginclientservices.exe
coriginorigin.exe
c:originmass effect 3binarieswin32coreeacoreserver.exe
c:originmass effect 3binarieswin32masseffect3.exe
well the drive letter is where you installed origin and it would defualt to the c drive.
if you dont have all of those in there try adding them all with full access, maybe just maybe that will fix the problem for you guys n gals.
if its all greek to you then you need to start goggling for help
