Yes, actually. I have a couple of pastel pieces like that. One of them is going on seven years now, and I'm convinced I'll never finish it to satisfaction.
For me, all drawing is an abstraction of some sort. It takes me maybe thirty minutes of work to clearly communicate an image in words, but in art? At least a week, and then it won't be quite what I intended. And emotion, that I'm utterly incapable of communicating through art. So, yes, fiction is much easier than art, at least for me.
Ok, let me compare my skills. I have never written any fic, so you could expect I don't write. The truth is I write scientific stuff for job and fiction (but no fanfiction) and poetry as personal relax. I find writing easier. It comes naturally and it doesn't need many corrections until I find it good enough. Though when it comes to fiction I am at loss because I am unable to make up plots (therefor I admire everyone of you who can write decent plot ), but writing bad plotless fic would be piece of cake. When I draw it's struggle, lot's of erasing, bending lines, oogling references, remaking whole parts and redrawing until my damn finger hurts. I have no professional training for either of those skills.
In conclusion I think that it depends on person and their talent what do they find easier. Though me thinks that a random picked person with no skill would go for writing. As have been already said - anyone can "write" that it resembles a fluent text. Drawing something that is better than a stick figure would take more effort if you have zero skill.
Comparing end products is pointless because the skills used are unbelievably different and there is no way how to say which one takes more effort to finish. even if you can measure it in hours, but that is not the whole truth.
