yes, we're sitting here debating the proposal. HOW you get it depends on whether you're modding or not and what mods you use. I'll assume you're not and are just using the vanilla game.
Turn down the earring the first time.
Invite him to your tent.
Ask him what's changed.
When he declares his feelings, make sure you DON'T pick the option, "I do, and I feel the same way," as this will lead to the conversation ending (ZevRing changes this).
Edit: I highly recommend my FAQ (last link in my signature). It's spoilerish, but you can't get too much more spoilerish than this anyway!

I've said this before, I played the Warden's stoicism as the Warden not wanting to push too far, not wanting to scare Zevran off, and so letting him make all the first moves. Then here he is making this grand gesture, finally getting his act together, then trying to play down it's importance. He's discounting his own worth and the Warden's, in a way, and my Warden wanted to make very clear that such behavior would not fly. He was tired of it, honestly, viewing that moment as a huge step backward for Zev, and sort of saw refusal as in Zevran's best interest, even if it resulted in the relationship ending.

I think Zevran is not full of self examination. I don't think he was expecting to come home (obviously) but at the same time, I don't think he was openly acknowledging even to himself that he was going to die. This conversation usually happens pretty early in the relationship as well -- it's one of the first conversations you can have with him. When he's talking to the warden, he's homesick, he knows he can't go home; he'll never get those boots.
I think it's more, he was pretty sure he was going to die -- that was his goal. But nothing in his life was certain. If he didn't die, he'd go home and get the boots. If he died, well, then no boots! What he didn't expect was to be spared and given a chance at a new life.

To be fair, most of the Ali Fans are decent and reasonable. There are a couple (I won't name names) who are either self-appointed moderators or The Knowers Of All Truths and are quite vocal. But most aren't like that.

My take on it is that he didn't expect to survive his attack on the Warden (which is why he wouldn't let Taliesen come with him) but he is also a survivor at heart. He feels unvalued by anyone--thus the death wish--but what he wants most is for someone to value him. I think some part of him is thinking that if he manages to complete the hit that he will have proven his worth to his master. I think it is that same survival instinct that kicks in when he doesn't die in the attack to ask the Warden if he can serve him/her. If he isn't valued by anyone, he doesn't want to live (thus the betrayl during the Taliesen encounter if his approval is too low and you don't tell Taliesen that he is with you now). This was attempted suicide by Warden, not attempted suicide by something he knew for certain would work such as poison.

This is my thought. Zevran is not into overthinking or introspection. But I do sometimes feel in those early conversations that he is testing the Warden, like when he throws out stuff about the assassin life or asks whether they could see him doing anything else. So I wondered what his mindset was in that convo, too. He's just realizing that his suicide attempt failed, he woke up when he rather thought he would wake up dead, so he's thinking about a future he never thought he would have. i do love that post too... but i'd think of the zevthread as a beach:
some folks are tanning while chatting and drinking beach drinks and falling asleep under the sun, others are playing some kind of non-stop volleyball game with sexy people. some people are playing ultimate frisbee and constantly hit other people no matter how hard they try not to. [personalities]
some people wear full sarongs and loose fitting clothes, others strip to a bikini and bare it all. sometimes people forget what sort of beach they're at and go nude. some people know exactly what sort of beach it is and go nude anyway. [humor]
some people wade into the water too deep and get sweep down the beach by the riptide. others know how to swim the current and only have to walk a bit back to their towel. some people get swept out and have to be rescued by a lifeguard. [arguments]
some folks build a sandcastle and then an **** in a dunebuggy runs over it, sometimes by accident... but sometimes that sand sculpture was rank anyways. [anger]
the tide goes down and suddenly there are only a few people wading in a tidepool, but then the tide comes up and everyone starts pulling back their crap or they'll lose their cooler to the waves. [activity]
surfers are off in the distance, waiting, watching the shore distantly... sometimes the wave is right and they catch it. and sometimes the sharks chase them back to shore too. [lurkers]
from the beach you can see the dolphins and shrimp boats on the horizon, maybe a storm brewing off shore. but it's so far away no one really knows wtf is going on out there anyway, and no one really cares. an airplane flies overhead with one of those trailing banners with a vague message from the outside world but it goes unnoticed. a random kid run into a flock of seagulls just to see them scatter to the wind, and there's always someone poking jellyfish with sticks. [trolls]
someone takes pictures of sexy people wandering the beach absently. someone is on the pier painting the sunset for the 100th time but no one minds the duplicity. night falls and some people go home, others stay and make love as the tide rolls out. others smoke under the pier, and some just stay to think in the cool, quiet air. [creativity]
oh yeah. everyone wears flipflops except soignee who is wearing some sort of insanely priced couture shoetastrophe. [soignee]

People either think there's subtext/offscreen dialogue happening - or there isn't. If you're one of those people who are playing it strictly by the book - where the only conversations going on are what you initiate, what's in the toolset, letter of the Bioware law, WHATEVER - then fine. Take the earring, be happy. If you're one of the others (I include myself in this category) who has a whole little drama that plays out throughout Dragon Age, where so much is happening in your head that Zevran's avoidance finally makes you snap then decline it, get it the second time and get that added declaration.
There are very few topics that rile me up in this thread, but the whole offscreen/onscreen thing is one of them.
