Even in real life I waste little time trying to read between the lines, which frustates my wife to no end. I constantly miss her subtle clues and innuendos, regarding what she really wants from me.
I reloaded almost every conversation I had with Zev, because if I was real to my character, I always ended up with disapproval.

Anyway... I don't recall him ever rejecting me about sex, but I wasn't hounding him about sex all the time either.
In my mind, as a woman at the time, I was presuming the man would at least try to do the mommy daddy dance with me, at least once. (after romance had started)
then, there he was at love rating, still hitting on Wynn and Leilanna.
Unfortunately, game / conversation limitations don't allow us to "disapprove" and make them work for a change.
In contrast, my romance with Alister seems so natural, simple, and sweet.
Easier than Leilanna even, despite her ninja love. She starts talking about shoes and I just want to hit the escape key..

Ok, you did NOT finish the romance. Yeh, you can reject the earring there, but you don't have to. But that point is a turning point. To complete the romance you have to ask him to your tent (this is where he starts rejecting the warden). if you reject the earring the first time, he offers it a second time WITH meaning added, and you can take it as a proposal.
And again, the banters are NOT serious. You have to get it out of your head that they are. They're teasing for the most part. With Morrigan, it's a bet. With Wynne, it's to make her uncomfortable as she is prying into things she shouldn't. With Alistair, it's an obvious joke. With Oghren, it's an obvious joke. With Leliana, it's to pick at her chantry training.
Edit: Zevran was trained to use seduction as a tool. Even your party members will comment on his feelings towards the warden, however, which he happily admits to.
Second edit: There is a lot more to the Zevran romance than is on the surface. This really is confirmed by the toolset. It's also comfirmed by various breakup dialogs if you don't have access to the toolset. Zevran does consider a commitment there, but he calls it an unspoken promise (if you break up with him and try to get him to stay, you may get that dialog).
Zevran ends up being more faithful than Alistair (unless you don't make Alistair king of course).
Third edit: Zevran will ask the warden to the tent if you don't ask him first. You missed a lot in the romance, including the very end, when he declares his feelings and you two end up (maybe) engaged, but at the very least with a clear understanding of commitment.
He IS complex, and it is a complex romance. He cannot speak his feelings. He says, among other things, when declaring his feelings (I'm NOT putting the whole thing in here deliberately):
"Everything I have been taught that what I feel is wrong. Yet I cannot help it."
It doesn't help that there's a bug at the end where at the gates, if you take him with you, you get the "friendly" dialog instead of "love" dialog if your game isn't modded.
