I figured out a horrible science-y explanation:
Epigenetics. Elf DNA is the same as human DNA, but it's been modified by chemical tags so the cell can tell it came from an elf (right after you're conceived the DNA from your mom and dad is similarly tagged so your cells know which parent it came from, these tags are erased during development). There's some mechanism for sensing whether both sets of chromosomes are elf-derived or not. If not, the tags on the DNA from the elf get removed and the offspring is human. If so, both sets of DNA stay tagged, certain genes are turned on, and the offspring grows up with characteristic elf features.
Of course this is all completely pointless except for rescuing me from constantly asking, "WHY?? WHY???"

I'm betting on Morocco being the best real-world cognate, though not precisely analogous. The Atlas Mountains prevent Morocco from being entirely arid by forcing rainfall. One of Antiva's borders appears to be a mountain range, the name of which I can't see on my teeny tiny screen, and the vegetation patterns implied by the map's coloring correspond well to my assumptions on where this rainfall would be hitting. If the mountains are tall enough to be snow-capped, there would also be a good deal of mel****er feeding streams/rivers in the foothills. So, coastally humid, a moderate water supply in the foothills.
I was going somewhere with this... I may edit the post later when I recollect my thoughts.

Well, okay maybe it's not verbatim, fine fine. But how about this - I picture it having far more twisty back alleys than say, the pictures of Venice I've seen. I actually picture it more looking like Sanctuary from Thieves World, which is a coastal city with a palace and such. But I have no pictures of that either. It's all up here (tap tap) in my head.
