So that you can actually return fire without being instantly killed, or be out of cover for more than 2 seconds without going down.
2) Cut enemy health significantly. I'm talking Gold should be just a little above where Silver is now. That way it doesn't take you 3 magazines just to kill troopers, while they kill you with about three bullets.
The biggest issue with the difficulty is that every enemy unit is pretty much superior to a player in Gold and Platinum (and some enemies in Silver). Only their weak AI prevents them from absolutely stomping the players into oblivion.
Can you imagine if we got to play as enemy units? If we got to be Turians that could cast armour buffs, roll, and carry Phaeston XXVIIIs. You'd be untouchable. Games tend to remain fun while being challenging as enemies approach the same power as the player. It stops being fun when every enemy on the field is at least 10 times more powerful than the player. And they outnumber the players 5 to 1.
If there is a 'damage economy,' we're flat broke while our enemies mock us from the safety of their trillion-dollar mansions.
