I'm not sure how I can reproduce this, but I noticed yesterday upon promoting the soldier class, I levelled a new N7 Destroyer to lvl 13, when I then looked at the Havok Solider, I noticed it had a -2 level on it. When I clicked on that it set the level to 15 and had some points to assign, so I did that. Upon coming back out to the solider selection screen, I saw that my destroyer was now level 15. I didn't select the  character development for it but went about playing it assuming everything was normal.

Just now I bought a PSP which gave my another turrian havoc card. This time upon looking at assigning all my points, I noticed I had three skills maxed or close to max, and a fourth skill maxed but interestingly I had 60 development points to assign! It was pretty obvious that's more points than I should have. Assigning all the points with about 30 points left off and leaving the character development, This time upon returning to the character development screen, the havoc soldier is maxed out on all five skills but showing -45 skill points available now.

I have not played this class and will update this post when I promote the soldier class on an unbugged soldier class/kit

Just looked at the Turian Ghost, noticed the same problem on it. In the same PSP I reported earlier I also had a turian ghost card. Upon looking at that the turian ghost it had over 70 development points at lvl 18 with some standard points already assigned already assigned.

Exited the screen and returning to character slection menu, then finally returning to the turian ghost, I could correctly see the development point pool at a correct value of 20 (not 70)

 I have the same problem .i sent an e-mail to ea and waiting for a response .I haven't  touch anything on game setings and i stop using both characters-new turians- also.

i hope it's just a bug anyone knows a solution?

I have tried everithing repair - re install exiting the screen and returning to character selection menu nothing,finally i used one of my reset powers card-that was a bit frustrating -and now everything looks normal problem solved in both characters-with one card- but i've used one of the precious cards damn or a penny it's gone well hope for a new patch .
