I just recently got a new laptop and put DA:O back on my computer. How do I reupload my DLC content? I have tried logging in via DA:O start screen and Bioware/EA website to no avail. Will I have to re-buy DLC?

I think that you mean downloading.

You shouldn't have to re-purchase the DLC, you might need to contact EA support for the place to find the DLC if you can't use the ingame launcher.

Considering reliability, easy of use of the launcher when it comes to process of dowloading and activating DA:O DLC, praying to any/all deities is more relevant to outcome than downloading or uploading anything anywhere.
I remember getting completely frustrated by something similar OP. I seem to recall how one of the things that halped was making sure you are logged out from everywhere (launcher, BWN?) and THEN downloading the lot. Been a long time tho, maybe my memory betrays. I'd assume this particular trick or workaround applies only to Steam's Ultimate Edition.

You only have to backup the Bioware\\Dragon Age folder in your My Documents folder. There are all of you DLC's/mods/saves stored.

You can do most of it through the DLC part of the opening menu. You can also manually re-download all your stuff here by going to the menu on the left and selecting "My Games" and then "Your Registered Game Content".
