For the unitiated, the fix for the Vanguard Glitch and Immortal Bug was to remove health and shield gating for players in regards to damage-over-time effects and automatic fire. An unfortunate (and unpleasant) drawback of this is that you will be virtually instant-killed the second your shields kick out due to lack of proper health gating.
This one change, more so than almost every other issue facing the ME3 Multiplayer, is the one with the potential for causing the most problems in the long run. If health is so easily depleted from even ultra-durable classes like the Kroguard and Krosent, then we're fast approaching a major metagame issue, since their staggering health was a major key to their durability. When every single class dies like a geth when their shields go down, a major reason to choose high-health classes gets instrumentally cheapened.
It gets worse when players go down: You revive without shields, and, as such, are dead before you even get to move anywhere because you are perforated literally as you regained control of your character after using medi-gel. You didn't get to use your ops packs, or even hit anything - you're just downed again.
This is unacceptable.
Fortunately, this is an easy fix: We can't have proper health and shield gating without the Immortality bug, so there's really only one easy-to-do solution that the devs have ready access to: Reduce enemy damage and accuracy. This is especially true for enemies with automatic weapons (read: most of them). This is especially true considering that enemies in this game are notorious for shooting with perfect accuracy from a few thousand yards and a tendency for shooting before you even go around a corner.
It is a travesty that we have a metagame right now where a single Cannibal can take down a Krogan Sentinel in a single burst of fire on gold once his shields kick out. If we can't have proper shield and health gating, then we have to tone down enemy lethality.

UPDATE #1: Pwn was nice enough to point out that one of the devs let slip that the issue was (unsurprisingly) a bug. We are looking into verifying that, and Pwn is in the process of flagging down the exact quote.

UPDATE #2: Pwn, rccowen, and several others have confirmed the existence of the aforementioned post, but attempts to dig it up have ended in failure.
It's believed the post may have been scrubbed, though we have no confirmation of that yet.
We're currently in contact with some "friends in the know" about the issue. We should know more soon.

UPDATE #3: According to Eric Fagnan, Health Gate and Shield Gate are working as intended, but the devs are looking into the issue. It is uncertain, at the moment, what is causing the issue. We will keep you informed as the situation develops.
