Thank you. Your video is the exact proof that something is not working well.
Let's see what happens here:
In that bit, I took a total of three shots with pretty big delays between them, allowing the deplete animation for the shield bar to complete.
Now look at the bit that I pointed out (33:54):

Coming down the ladder, I'm fine.

The two phantoms (one in front and one way back) start taking out my shield.

Now they're taking out my health, despite a sliver of shields seemingly remaining. Then I die (killed by an off-screen guardian who nailed me the instant my health hit the critical health gate).
Total amount of time from when I first start taking damage until I die: 23 frames of video, or roughly 2/3rd of a second. How do you explain that if there was supposed to be a delay before the patch?
And remember, this was recorded in August, before the DLC and patch.
EDIT: Just to clarify, I do agree that something appears to be different about the shield/health gate than before. But I don't think we've really nailed down what it is yet.
