Whether it's better or not is up to personal taste. Imo Witcher 2 has better graphics, better more mature story, better choice/consequence system. Mass Effect has better characters and more fluid gameplay.

Depends what type of DLC you're talking about.
Multiplayer DLC usually has great worth, which is partly due to why it sells well.
Singleplayer games, not so much you need to go to Bethesda and similar companies if you want that.
