The turian mouth has no indication of being adapted to suckling, so it gets harder to suppose that breastfeeding would be the the likely way that turian young would be fed. Bottom line - it takes more work to excuse and justify the presence of turian breasts than it does to suppose that they wouldn't have them at all. They definitely aren't there because it's logical for them to be there.
What this all boils down to is this was a conscious choice made by the design team. They had an opportunity to round out the turian species with the so-far absent sex. They could've done it in a way that compliments the other sex while staying consistent with the lore and the general characteristics of the race. And, boobs aside, it looks like they did a fair job of that.
But including breasts, whether they're literal mammaries or just curves coded to look that way, when breasts aren't terribly likely for turian kind - that's a choice that shows they're more worried about her appearance as a woman (by human standards) than as a well-concieved alien individual. It's one of a pile of unfortunate choices made in female character design that prioritizes conventional 'womaness' over everything else.

I had no idea there were so many people that would be concerned about this problem. Like I said, hopefully it's just the lighting or textures or some armor plates or something under her robes that just kind of make it look like she has boobs. I also somehow didn't notice the discussion about this earlier... were some threads merged? I'm pretty sure I was reading this thread thoroughly. Whatever, just means I'm late to yet another 'party.'
