I have been testing a Striker build with him but it needs more testing on Platinum.

Works like a charm on platinum, was using him against platinum collectors earlier. Use a cyclonic mod and grenade gear so you can spam stimulation packs, works like a charm really.
Works best with a harrier with extended barrel, mag and AP ammo 4, but particle rifle and shotguns work as well. Harrier is the ideal weapon for this guy though imo, beast sustained dps. I've tried using a particle rifle and piranha on him on platinum as well, it's not as good as the hariier for me.

I just tried the second build and it works fine, but I'm thinking of skipping overload and just playing him like a Destroyer who has cloak; with his overload at 4 I'm barely using it. The harrier works nice with him but it runs out of ammo too quickly. I'll be trying a revenant with him next.

I just am not feeling it with assault rifles, hence I'm going with the shotguns. Namely the Claymore Ghost.
The idea is that I cloak, pick my target, weaken it with Overload and blast it with the Claymore. If there's two enemies, I do the same thing and blast. And I can use speed to escape or the shield pack. If one is a mook, he'll be down due to the neural shock evolution and I fry the stronger enemy.

6/6/6/6/0 here using a saber IV with a thermal scope. Any kind a good range and nothing can live long enough to get near him.

I go 6/6/6/6/0 with him, damage all the way. I like the Argus, Saber, PPR, Striker, and Typhoon on him. I tried a melee build, but I like the Havoc more for that.

I think what this thread means is that most combinations are viable as long as you go for 5-6 ranks into Tactical Cloak and 6 for Stim Packs. Other than that, it's really up to you.
For myself, I prefer the "no fitness" build as I haven't seen it useful when playing on Gold. It was the first time I put no point in Fitness on Gold games and they went like a charm because I had 6 Stim Packs (spec'd for max shields) available and Tactical Cloak to flee when needed.
EDIT : about Overload, what I like to do (but am not used to do regularly) is to go for cloak -> Overload -> shoot. Negates the cooldown while ripping the shields from Phantoms/Collector Captain/Possessed thingies/whatever.
