Here's hoping the writers have more planned for us. I'd love to see some sort of reveal to justify why the Collector's are back and see more consequences from the Collector base decision.

Why not? It'd be nice to know why/how they came back, after we destroyed their base.
Shepard destroyed one collector base and one collector ship, both of which were directly responsible for the attacks and harvesting of human colonies. To assume that every last collector was killed in both of those attacks is a bit of a stretch, especially when the codex and multiple characters throughout the game explain that collectors are usually involved in other matters, like exchanging technologies. Moreover, the collector population must be somewhat proportionate to the Prothean population, a species which had dominance over the entire galaxy. Even if only one out of every hundred Protheans were turned into a collector, it's still a huge number. So, just for the sake of practicality, the collectors must have had hundreds of ships and at least a few smaller bases located throughout the galaxy. Shepard was only interested in that one collector ship because it was the only one abducting humans.
The mass effect 3 codex also mentions that collectors are still around attacking turians.
