Just did a quick google and the latest 'official' news still says:
"Mass Effect 3 Omega DLC will be available on Nov. 27th, for PSN, PC and Xbox Live (Nov. 28 in Europe) and set you back $15.00/£11.99/1200 Microsoft Points." (worthplaying.com)
That was about 5 hours ago too, hope it's right.
