Funny how EA has total control over Origin, the PC version doesn't have to go through any external certification, and yet time after time, the PC version is the last out by a significant margin.

Go to the My Games tab right click on ME3 and select shop for add-ons

There does seem to be a vast conspiracy in place that promotes that the Xbox is the most popular console... because they're intentionally sabotaging all the PC releases so that it looks better by default.

Given that all Skyrim DLC is released a month on Xbox before PC, Assassins Creed is atrociously badly ported to the PC, and the EA owned Origin always seems to be the last one to get their own products, I swear this proves that Bethseda, Ubisoft and EA are all in on this!

Click on Show Game Details and scroll down. You'll see a list of all available DLC.

In the main menu of the game there is a downloadable content option. You can dowload the DLC from there when it is released.

origin is the crappiest software i've ever used...it always wants to redownload the dlc's even though all is working fine...ARGH!!! WHERE IS OMEGA!!! I WANT IT NOW!!! BIOWARE??? please release it sooooonnn!!

What version of Origin are you using?  I am on Version 9.0.15.65 - 198678

I no longer have that option. Instead, any DLC I haven't purchased appears on the list with the DLC I have, with a snazzy orange button next to it.

Hover your mouse over the ME3 game picture in your library. Click the little grey button marked "i" next to your orange play button and then click the orange "shop for add ons" button beneath the game picture.

They're releasing one version at a different time to make sure the servers can cope with demand. If they had released the PC version first, the console crowd would be complaining about being second rate citizens.
