I want to give chance to the new characters. At maximum 3 characters from the last games should be companions in my opinion
These characters must be DLC or return to Dragon Age 3 Inquisition

I disagree with some of these, and the only one I REALLY want as a COMPANION is Shale. Or maybe Morrigan. But they can still be IMPORTANT NPCs (ie, characters) and not be companions. Which is fine by me.
For Companions, I don't mind one or two returnees. Again I like Shale. Zevran wouldn't be bad. Leliana makes sense. Sten needs to be the new Arishok so he shouldn't be a companion. Wynne is canon dead. (And it was good death, emotional and well written.) Varric and Ohgren appearing together with companion dialogue has been a dream of mine, but I don't think it'll ever happen. And yet the Wardens are in the game. I want to see Ohgren, Howe, Fiona, Carver (if we're going to do a save import...make it work), Stroud.
Alistar becomes a wild card, which is why he needs to be canonized as King. (Just do it, Bioware.) But the King of Ferelden is not going to be following an Inquistitor while the world is going to hell. Although, he's probably quite interested in what she finds. (Is is weird I think of her as female already?)
Flemeth is a KEY to this series. She could serve as Kreia like companion...or a temporary companion, but she's too powerful. But in the game. Damn skippy.
And I want Anders to appear. He SHOULD. If you let him live and even if you killed him, you didn't behead him. I don't care if people hate Anders. That's not the point. He CREATED a lot of this. Don't you want to see his reaction?
Aveline should be a cameo if you go to Kirkwall.
Gaider has proven Isabela has more to her and could go either way. She's not tied to Kirkwall. Varric is more than just Kirkwall too. Varric is high poobah in the Merchant's guild. Merrill...that's my selfish pick. Well written, great VO...unresolved story line. Fenris, maybe a cameo. Sebastain, a cameo. If we're searching for the truth as our PC, talking to people who knew Hawke is probably a good idea. So, a trip to Starkhaven is probably a good idea and closes out that storyline.
And BTW, all this talk of this person is dead in my game, and this person is alive....Bioware should just scrap that crap. The save import limits SO MUCH instead adds. The only way they can convice me otherwise is if the Warden in the game that becomes a companion is the Hero of Ferelden. (I'll even redesign him if I have to.) Or Hawke. If not, scrap the silly "these characters are dead in one of my playthroughs and I never want to see them again!" It's just stupid. And wasteful.

One more thing? Aveline showing up as new the FEMALE Viscount of Kirkwall? That would be satisfying, in character, and an intereresting twist in the development of her character.
What people need to realize is that these companion were part of HUGE events in Thedas. Their stock has risen. People of Thedas know them. They should reappear. The whole argument of running into the same characters...these character stopped a Blight and were there at the WW1 moment that was Kirkwall. They ARE all important.

I can almost guarentee (as much as I can as a non-BioWare employee that knows nothing about the game development) that Bethany won't be a LI because David Gaider doesn't like the idea of "your" sister of being a LI even though it was a different game.
I just can't see a squadmate returning that could have died in a previous game for that probably requires a secondary character to replace them and to me that means half of the possible character interaction and development would be dedicated to a secondary character that would be needed as a replacement.

Rogue: Cassandra (Mage Hunter?), The Archer elf girl
Mage: Tevinter Mage, + one more mage class character (the rivany shaman girl probably)
And to all this, the one bonus class which would be played by Hawke, depending on your save transfer or history selection.
This covers all the leaked images, and is 7 companions, which should be just about right (Origins original had only 6 without dog).

Flemeth is a shape-shifter. We're a little uncertain of her true shape.
What if one of the companions is Flemeth in a new form we've not seen nor heard?
I've often suggested that one of the companions could easily be someone pulling all the strings behind the scenes and keeping the protagonist close to him or her while playing innocent of any machinations. Keep friends close and enemies closer. We're not sure which Flemeth is or how she'll view the protagonist.

You're forgetting the Qunari called The Iron Bull if we're going by leaks.

I've played the previous games (and related dlc) backwards and forwards, seven ways from Sunday, and up one side & down the other. To me it helps to remember that the Blight was ended by the Warden. Between that and his subsequent adventures, his tale is about told. Hawke is tied too closely to Kirkwall to be much of a factor in the next game, a trait his companions will also suffer from.
That being said, I'm all for the new Inquisitor and his/her new companions, but I would love to see Bioware continue the practice of incorporating previous secondary or third string characters into the next chapter to facilitate a degree of overall continuity in the the world of Thedas.
I believe that it is a lock that we will see Bodhan Feddic & Sandal again, along with Flemeth (and most likely Morrigan) in some capacity in Dragon Age 3 and to a lesser degree [possibly] Leliana, King Alistair. Given her prominent framing role in DA2, Cassandra Pentaghast seems a strong candidate for the next game. Minor characters from earlier appearances that I would like to see are Feynriel, Meeran/Athenril, Charade Amell, Maraas (or even better a female Kossith), Ariane, Finn
and/or Sketch.
