Yes.

Javik's facility wasn't the only one. He had Eden Prime, another had Ilos... they probably had more given they were rather isolated when the relays were shut off.

Collectors are around so Prothean DNA is still present if not being outright manufactured by the Reapers. They remake the Rachni by engineering a queen and then augmenting her offspring so who's to say they aren't doing the same with Protheans to make Collectors.

Other colonies may have had the resources to survive in isolation. If the Leviathans can do it at the bottom of an ocean on an outlying world; possibly any race could. The galaxy is a big place with small pockets of population following the relay network and many relays are shut off.

Plenty of in-game lore about mysterious ships and unexplored worlds. Any one of them could be used as an avenue of re-introduction both in SP and MP.

Mass Effect 3 Multiplayer is still part of Mass Effect 3 and still made by Bioware, a company that prides itself on story.  If you don't care about lore, don't play Bioware games even if they are multiplayer.

Multiplayer is for people who want to have fun not people who want to limit it based on LORE 

Whatever you think it is, MP is actually featuring the battles of spec ops that are happening throughout the galaxy while Shepard is doing his missions. So it's based on lore.

We already have Javik in SP, but at no point in the from the ashes DLC we got to hear that this place was the ONLY Facility with the goal to restore the prothean race (the one on Ilos had the same purpose, remember, so why not more facilities like that)

At least introduce moar Prothean weaponry, the prothean race sure did not fight ONLY with the assault rifle... just add a prothean sniper rifle or a heavy variant of the Prothean assault rifle (something like the Typhoon)

But hey, I'd really like to see a "Prothean reloaded" MP AND SP DLC where you uncover such a facility in SP and in MP you get some prothean/Collector themed Maps plus some Prothean builds...
And now... A full Prothean party vs Reaper on Gold :D:D
