I just bought the weapons DLC for ME2 and I noticed: the Revenant isn't in the DLCs. I thought is in, because we see the Purgatory Warden wield this weapon and the Shadow Broker, and maybe others. You can even see on a monitor at Jacob's post!
in ME2 it's on the collector ship mission..but only to soldiers..you get either the widow or the revenant

Pretty much this.
On the mission with the Collector Ship, you get three options; The Widow, Revenant, or Claymore. Now for classes like the Soldier, all three of these weapons are available (You only get one, but you can choose between the three.)
But take something like the Vanguard for example. The Vanguard can equip shotguns, but not assault rifles, or sniper rifles. Therfore, if you go to where you get to choose the weapons, the Claymore will be available for the Vanguard, because it already has shotgun training.
As for the other two, a Vanguard would not be able to choose a Revenant or Widow, instead being able to choose the weapon training for said weapon.
To put it in another example, a Vanguard goes to the Collector Ship mission, and gets to where he/she chooses the weapon. The weapons for the Vanguard would be;
M-300 Claymore
Sniper Rifle Training (Only the training, no Widow)
Assault Rifle Training (As with the sniper rifle, no Revenant)
Now for something like a Sentinel, since it can't use any of these to begin with, it's options would be;
Shotgun Training (No Claymore included)
Sniper Rifle Training (No Widow included)
Assault Rifle Training (No Revenant included)
Hope that helps in some way.
Edit: Whoops, missed the point of the topic.
Simply, there is no way. ANY choice you're making in terms of weapons on the Collector Ship only affects Shepard, be it getting the Revenant, or Shotgun Training. Only Shepard get's the Revenant, no way for squadmates to get it, unless you mod.

Yep. You can give it to a Shepard of any class you like pretty easily using Gibbed, but only Shepard. You can also give the Widow sniper rifle and the Claymore shottie to Shepards who shouldn't have those either.

Thanks for the detailed description. I didn't know that. I rarely play as a Soldier.
