I am looking to buy a new video card so that I can play DAO.

My question is whether or not I should invest in a better psu even though I meet the minimum requirements for this card.
my computer is as follows:
Dell Deminsions 8400
p4 3.0
4 gig ram
Radeon X1300
400 W psu

Power-wise, I think you should be okay since it appears to be slightly watered down for low power, though a better PSU would probably be on the safer end. 400W is really asking for a lot...
I would not recommend spending the money on a new video card, however, especially just to play this game. You may encounter some CPU-performance related bottlenecks. The pentium 4 3.0 is below requirements, and significantly so. Some people with p4's say they can run it, and to be frank, I am uncertain about such claims, though I do know that quite a few people with p4's also encountered some unplayable issues during instances of large combat as well. Upgrade with caution.

I have spoken to a few ppl who have already played DAO on a p4. There are a few of those bottleneck issue you talk about but the majority of the game runs well.

Besides total watts, you need to make sure that your PSU has ample power on the +12v rail. Check the Amps on the +12v. If I was using a 400W PSU, I would want at least 30A on the +12. Also, if you are going to invest in a new mid-range card, I would go with the eVGA brand. I have had great customer support with them and they have a 90 day step-up program where you can turn your card in and upgrade it for the difference in price.
