Ok, so I decided to start buying Veteran packs in MP to upgrade all the uncommon stuff, specifically the "gear" equipment (the equipment that doesn't get used up). I got mostly weapons at first, but once they were all upgraded, I started getting mostly expendable, one-mission equipment (ammo, etc.) as my uncommon in Veteran packs, and very rarely would I get any gear. I even seem to get rare-quality level 4 ammo expendables more frequently than uncommon gear (in Veteran packs).
I hope that this is not intentional as I don't see any other way to upgrade those gear slots. I really want to upgrade my Engineering Kit, since I rely on Flamer a lot when I play my Vorcha (which is pretty much all the time), but I've only gotten level 1 out of dozens upon dozens of Veteran packs.
Please, devs, look into this for the next patch (if not sooner)!

I don't particularly understand this either. Gear is made especially difficult to get.

really i got a lot of gear upgrades really fast buying jep's and sp's once i noticved that vet packs seam ot only drop lvl2/3 consumables
then again when you have maxed all the missiles/ops packs clip packs /medigels i noticed very often psp's drop 3 rares or better

Well, yeah. How else would they convince you to purchase their BioWare points? Anything besides Premium Spectre Packs is a waste of money.

depends if your just starting out and trying to gain all the junk you need ot be able ot get the nice stuff 
spending £90.00 on bw points (buying the £6.00/800 point card) will let you buy an ass load of jep's to flood your manifest with all the junk and the odd nice bit of gear, then you can spend the last couple of thousand bw points on the psp's and get some much needed wepons /kits
thats a good head start into the mp side of things wihtout breaking the bank, then grind out bronze and restock on jep's once every few matches whilst gaining massive ammounts of cred's to spend durign weekend op's (but only when you have all the missiles/gels etc at 255) for uber drop rate of stuff
