As some people know, the present Arishok is the Sten we met in Dragon Age Origins only he is no longer a Sten of course, as Sten was his duty and title. At present, this Kossith who was not a stranger, is probably contemplating the issue of his favorite sin, not so much murder as cookies. Yes, cookies and honest pastries, cakes, and sweet foods. We imagine he is attempting diplomatic endevours to the Fereldens and Orlesians in order to obtain recipes and plants (or even seeds) to make sugary baked goods.
As he is Arishok and as he is not without vital intelligence, we can hazard a guess that he knows that sugar can contribute to tooth decay. A clever merchant would have noticed the predilection of the Arishok to cautiously encourage trade that results in sweets being delivered to Seheron, such a merchant might have previously noted the tendency of Fereldens and Orlesians to brush their teeth as a cleaning measure, and this same merchant would be only thrilled to beget a trading operation with the Seherine in toothbrushes and other cleaning tools.
The Qun is an orderly philosophy and it does not discourage scientific endevour. If one substance causes decay, another substance might alleviate decay. Also, sugar from Orlais and Ferelden couldn't be the only sweetness that can be used for baked goods. In the decades that follow, perhaps Seheron and the Qun benefit from their Arishok's sweet sin by discovering toothpaste and artificial sweetener.
But only time will tell, although time itself is secretive.

It's possible that the kossith have long been utilizing a tooth-cleaning powder, perhaps something that is a mix of mint, iris flower and pepper. It may not prevent cavities from over-indulgence of sweet treats, but it might just leave their teeth bright and sparkling.

Little known fact, Sister Petrice instigated the great cookie initiation. Her next step in the sequel (if shes lives in game) is to introduce cheese burgers, fires and soft drinks into the Qun diet and in time do what the Tevinters never could. Totally defeat the fat Qun.

Your primitive Thedosian technologies offer no benefit to the Qun.
The Qunari already have automated toothbrushes powered by the gaatlok.
