I have tested phasic rounds on several characters, on and off host and have a most disturbing finding.

They give the enemy damage resistance after barriers / shields are down.

The following is the most glaringly obvious example if anyone needs to test it for themselves-

Human Adept- Warp + Shockwave Biotic detonation on Atas (gold).

1.)  Without Phasic rounds- Biotic Detonation will do 2 bars of Armor damage on Atlas

2.)  With Phasic rounds-Biotic Detonation will do 0-1 bars of Armor damage to Atlas

Best way to recreate this test for yourself is to use a fast firing wep (hornet, temptest)

Unfortunate results as Phasic rounds could have been a fantastic addition to any adepts arsenal.

Ran some quick tests on here, I'll go ahead and give some numbers too, but the tl;dr is this is working fine, powers do full damage to enemies who have been shot with both phasic and normal rounds.

I ran my tests with a Revenant X and a Widow X, both unmodified. It appears that there was some concern about there being difficult results with a full auto weapon vs. a single shot weapon so I wanted to ensure I tested both cases. I used Warp at rank 3, and shockwave at rank 6 specced for damage at rank 4. No equipment, gear, or passives.

I ran these checks against a gold difficulty Atlas because an Atlas was specifically called out as an issue in the original post.

Revenant with Phasic 3 ammo:
Fired continuously until shields broke
Armor left at 22,764
Warp, and allowed dot to fully tick
Armor left at 22,314
450 damage

Revenant with no ammo
Fired continuously until shields broke
Armor left at 21,933
Warp, allowed dot to fully tick
Armor left at 21,483
450 damage

Widow w/ Phasic
Armor after break: 18,956.7
Armor after warp: 17,760
449.6

Widow w/out Phasic
Armor after break: 18,292.7
Armor after warp: 17842.7
450

Revenant w/Phasic
Armor after break: 22,132
Armor after shockwave: 21,667
465

Revenant w/out Phasic
Armor after break: 21,155
Armor after shockwave: 20,690.3
464.7

Widow w/Phasic
Armor after break: 17,269.1
Armor after shockwave: 16,804.1
465

Widow w/out Phasic
Armor after break: 15,275.3
Armor after shockwave: 14,810.3
465

In all cases warp did just about 450 damage and shockwave did about 465. While more in depth checks could be done at this time I don't see any reason to further investigate this, phasic seems fine.

He specifically called out that he felt there was damage resistance granted. He used biotic explosions in his example but the post suggested all damage was reduced. I can have a quick extra glance sure.

Repeated the same tests with BE, still seeing the same damage on explosions with and without phasic ammo.
