Can Power Recharge Bonus exceed 200%?

 I think someone already asked this question but I can't find the answer anywhere: if I've got a weapon (like, for example, the Predator X) and I equip it with ULM (or, in SP, I use some gear to improve my power recharge bonus) does it exceed 200% even if the game does not show it in the weapon selection screen?

To the best of my knowledge, no. Think of it this way, your powers start off recharging at 200% speed and you can carry 50 weight (just to use an arbitrary number, the actual number depends on your class.) Your carrying capacity determines how much you can carry before you start getting a penalty, there isn't, the "bonus" for staying under it is keeping the full 200% recharge.

Yes you can exceed 200%. The +200%/-200% is for weapon weight only. Ultralight Materials mods affect only only the recharge speed with respect to weapon weight and you cannot exceed +/-200% weapon weight.

Recharge speed is further reduced through armor (single player only), power ranks and evolutions, consumables (multiplayer only), squadmate bonuses (single player only), and intel (single player only).

As Red says, yes you can get more than a 200% bonus to recharge speed, although your "Power Recharge Speed" shown in the weapon screen will never be higher than that.

The caveat is that due to the way the formula works, there are greatly diminishing returns for going over 200%. You save fractions of a second that probably aren't noticeable.
