I feel your pain. Yesterday my upload speed went to 0.01 mbs for quite some time. And I should have around 100/20 connection<_<
I am not saying you are lying, but I can't say that BW is lying either. But something is clearly off with the gates. Sometimes they work, sometimes they don't. Maybe in BW's testing it just didn't show up.

My experience has been a bit more dramatic than the video as there have been instances where 1 shot will blow both my shield & drop me like a rock (i.e. a Nemesis has done this to me several times). On my last couple of bars of health, I've learned that I cannot take a single shot.
Granted I play as some of the squishier classes (Fury & Asari), my assumption(s) has been: must have caught a lag bubble and I missed the shield/health gate happen; this is just part of the new mechanics and I have to adjust my playstyle.

Was playing Full Melee GI against Cerberus, Gold.
No Shield restoring character in the party.
Around half Shield left, a trooper busted around the corner, bam, dead.
No Health nor Shield gate.
Ok, Troopers use Hornet, so the 3 burst shot could have passed between the gates.
But exactly the same happened to me against a Engeneer : was on half shield, he turned on me and shooted once (single shot weapon) => Instantly dead.
No other ennemy in sight.
And even if, i didn't saw/heard the gates proc'
(there is a charasteric sound and effect on Shield Gate (pfiouuzzzz) and Health gate (screen blinking + Flashy red).
Happened a lot of time, makes my life a misery, as i heavly rely on the gates with this character.
But again, that's personnal observation, i have no tool to infirm/confirm the claim.
Ho, and by the way, to me Health and Shield gates are a design error.
If ennemies do so much damage that even a simple mook (like a trooper) can one shot you, then they are doing too much damage (average character has 1500 health+shield, and if there were no gates, almost all units could oneshot you from gold and beyond...).
And what's the point of Gates when half the ennemies have automatic weapons ?
But that's an other story...

From what I have experienced the gates are not broken and are visible when you are hosting but there has been some significant change in how data is handled by the host and this at times seems to result in people appearing to be killed without things triggering.
The gates are triggering but the info about it is being communicated late and the game visuals don't correlate that properly. because of the delay.
Bioware is looking into the problems and while I agree its important to keep feed back like this coming in, after all the debate that occured in the thread (now unstickied I see) over the weekend, a more definite conclusion was reached that it is a lag issue that is related to the vanguard fix and how hosting games now handle player data.

I think Health and Shield gates are separate.
Example (pre-patch) : a few times i got nuked by a Prime fro far away.
1rst shot : Shield Gate; 2nd shot : Health Gate; 3rd shot : Dead.
I leaned to always be in cover against Geth since (and to press my dodge button like a mad man at the first hit, so i didn't took all 3 shots in the face for a long time...)
