In fact, there are 3 solutions appeared till now.

1. What OP said.
2. Move some UR items to rare, and rare to uncommon.
3. "gift" or "bank" mechanism, allow players send packs or credits to friends.

At least take a consideration about them, please.

Add them. Also make it so that uncommon gear actually drop from veteran packs.

I agree 100% op. If you think about all new players all the DLC characters, gear, etc getting uncommons up to a decent lvl will be a pain in the ass for them.  

EDIT: Hell now thinking about it I have some uncommon gear being harder to get up  then some ultra rares

With the insane amount of rare releases it's safe to say they are not thinking about new players , lack of premium veteran packs just goes to show that.

I have friends who play and I would love 3 especially, but I suspect it would open up a parasitic "real money for items" market alternative to people buying BioWare's packs (replete with farmers potentially turning up in people's games - though god if I was a farmer I'd find three others and stick with them), which wouldn't be great.

Bring back PVPs for sure, though. Also some Rare items to Uncommon would be nice (esp. "staples" like the Claymore and Widow).

Supported. Thanks to the current system, I have almost every rare maxed but only a couple uncommons above V. Bringing these back is a great idea in order to help new, returning, or people that just don't have a lot of stuff get their uncommons.

Premium veteran packs would make veteran packs worthless , just like PSP's made Specter packs worthless.I would love to see them but i also see why they wouldn't add them.

Completely unnecessary at this point of the games life. N7 packs are what is needed now.
