Then it flies off to stunlock an entire team.

Dragoon, not so much.

ME3 is a cover-based shooter.
So lets make maps that hate giving players superior terrain and enjoy giving it to enemies.
And then let's make enemies that make cover a non-issue.
Brilliant. I can't see why the playerbase would have any issues with this.

Cover is still the safest place to be, but even before these enemies existed, it was obvious that the design philosophy was not intended to let you marry a particular piece of cover. Husks and Brutes jump right over most cover, every faction but Geth has grenades, etc. As I've said many times before, part of the skillset is moving from cover to cover efficiently and at the right time. NO cover-based shooter that I've played lets you just camp one coverpoint forever.

Bombers ought to be slower or have a bit of noise so you can react if you don't see them.

Bombers are not a big deal. Learn to play.
I don't find Bombers especially difficult, they're actually one of the easier Geth units - and I think Geth is easier overall with Bombers thanks to them taking up wave budget. I do however find them quite irritating - though not the Bombers themselves so much as the fact that they add yet more stagger to a faction already overloaded with stagger, and that just gets really really tedious to play against.

Dragoons are annoying for their super speed and spawn count. When five of these guys are zooming around after you, shooting while they run and chain staggering when they get close, it's a bit difficult to get anything else done. I suppose that's the point of both of the new units, but they could be toned back a little in the areas that I mentioned and I wouldn't complain. Having an enemy unit which travels nearly as quickly as players when not being looked at is a novel idea, but IMO would be better implemented on a weaker (hp-wise) unit.

Spawning 12 per wave and they constantly charge in packs of 4 to stunlock you. Overwhelming force seems to be the only way to deal with them, because you can't run away and use tactics because they don't relent.
Not only that, but they will cross the entire map to give you the boot in under .4 parsecs.
They're not really a problem on Platinum, because when I'm playing Platinum, I'm kitted to deal 1.6 billion DPS. But on casual gold, pack after pack after pack of Dragoons charging and wiping teammates and then giving the insta-boot gets tiring.
Geth Bomber is interesting and generally fun to play against.

Not anymore. Now, it's run and gun and use consumables.

Cerberus Dragoon:
Serious reason for serious people: he looks really, exceptionally silly. I don't know if it's the ludicrous speed, engage! travel mode, or the funtime-with-whips leaping attack he does (that looked so much more badass in the trailer), or the way he holds his tiny little gun while he scoots around the map. Actually it's probably all of those things.
Also I really don't like playing against him. Any round with Dragoons spawning is "fight 50 dragoons, then whatever else is left still trying to catch up after they're gone". They totally spoil the flow of Cerberus games.
^ This is so true, in the Dragoon waves you fight only these guys... when they stop coming you know the wave is almost over... so stupid...

The geth bomber on the other hand.... words can not describe how much I hate those things. They are fast and stealthy and once the get close you have no chose but to retreat because they are hard as hell to kill and will stun you back to the stone age. And then when you try to melee them (krogan, batarian) they go strait up out of reach, leaving you vulnerable for more stuns. I wish they would be removed from the game entirely, but short of that I would settle for making them have the same durability of a geth turret or drone and reducing their spawn frequency.
In short: dragoons are ok. Geth bomber is complete bullcookies (not sure what profanity I can get away with).

Bomber is fine, although I think it has a little too much armor which changes it from minor annoyance to serious distraction.
