No, for many of the reasons you have posted.
Also, the dragoon problem is that it removes any kind of tactical decision on which enemies to prioritze during a wave when they are present. They come right at the players non stop and you have no choice but to kill them untill the wave budget has been used up by dragoons.
It is annoying and boring.

I don't have problem with the Geth Bomber. Once you figure out their attack pattern, they're easy.

Dragoons on the other hand have:

Speed
Range Attack
Armor
Melee
Staggers

One of those things need to go.  IMO take out the range attack. 

I'm all for a unit that rush you and tries to melee you down.
