I keep having issues like this

My ingame setup is 1920x1200, High-AA OFF-HIGH, Vsync and Frame Buffer is also On. I tried lowering it to Medium and it doesnt happen as often but it still happens. I would think my rig could run the game just fine, but maybe my video card is outdated? I am thinking of getting a GTX 275 when newegg gets it back in stock.
