Does anyone know where the second floor one is? I can't find it and I have looked all over the main floor of the tower.

You get to teleport to level 2 without a stone. All you need is the tower key to unlock the door and you are good to go. As long as the level number appears on the portal convo, you qualify to teleport there. If you mean "Where are the stones on level 2?"... in the room with the wizard Blaskar. There are 2 of them.
