I read an article about the algorithms Halo's aim assist uses and it sounds a lot better (PS3 player here, so I don't know from playing). It talked about a weaker target attraction that sped up reticule placement when you scan toward and enemy, and slowed down reticule movement moving away from an enemy, so it wasn't this hard snap like we have on ME3. Sounded a lot better, maybe Halo player can comment.
I can attest to the quality of Halo's aim assist, it's subtle but always just enough to ensure gameplay is smooth. Unless you're looking for it you hardly even notice it's there. It's one of the reasons the Halo series has been so popular, the gameplay and mechanics like that are very well refined and polished.
Honestly ME3 is the first game I've actually had a real bad issue with the aim assist, the "snap to target when zooming" functionality is extremely strong, depending on the circumstances you can end up aiming nearly 90 degrees away from your intended target or the place your reticule was pointed at originally. This is one thing they really really need to improve going forward into a new ME game.

I've had similar issues as others have mentioned in ME3, giving players the option would be nice.

Ideally, auto-assist would give higher preference to targets closest to the center of your screen, rather than the least distance from your character.

If I had the option, I would turn it off. But for now, I compensate by simply taking the shot, regardless of where my sight pops to.

I agree, the auto-snap-near-target is often a hindrance because it pulls no where near the target you are actually trying to line up. However... if you play COD and are familiar with quick scoping, you can exploit this mechanic for some pretty easy & fast sniper shots.

I hated trying to use a sniper rifle and not being able to turn this off.
Weird thing is, now I've incorporated the mechanic into my gameplay so much for so long, I'm not sure what would happen to my success rate if I turned it off.
Still, I support the option of turning it off. Especially in combination with sensitivity-options for Joystick thumbsticks.
