Maybe it's still a dark age at first, but it is rebuilding as well. The same goes for the other two options. I don't think it is much worse. The advantage of the destroy option is that the society doesn't depend on the reapers anymore. That's a bonus and worth more than leaving their genocidal infrastructure intact.

No matter what the aftermath of the Reaper war was going to be the destruction of infrastructure and galactic economy.
Whether the relays are damaged or not doesn't really play into it. It still would have taken quite a bit of time to rebuild galactic civilization.

Yep, all reaper tech in the MEU is garnered for advances Ai concepts. So, it's out with old and in without any reapertechy Ai... to run everything. Folks'd be stuck planet bound till new/nonreaper/leviathan tech(<leviathantech removal would necessitate leviathan removal as well...ugh!)

Even in the best endings, the relay network is still severely damaged. In the other two endings, the Reapers are there to help rebuild. In destroy, the races on on their own. They'll recover, but it'll take much longer.
Ergo, "dark age"
And yes, Shepard's still stuck in the rubble.
