Right. Easy does allow your allies to be frozen, just that they don't also lose health. Hard makes them 50% vulnerable to friendly fire. Nightmare makes them just as vulnerable as your enemies.
I like to control mages anyway because of this, but I have found that a 3-mage party is a lot to handle.
Morrigan keeps freezing me!
