I recently went back to ME2 to check on something on my Sentinel character, and noticed I hadn't played Arrival on that character. So I decided to do it. The problem? I already finished the game with the character, and since I didn't rescue the crew immediately after they were abducted by the Collectors, they were all dead.
Apparently, if Kelly isn't alive to inform me that Anderson is calling, the Arrival DLC can't start. Either that, or I am missing something. Has anyone else had this problem? I'm on the XBox, btw, so the option to somehow alter my saves to initiate the DLC isn't an option...

I think you are missing something. The mission should become available long before the crew gets kidnapped and so Kelly's absence should not matter. I've certainly killed her and then gone on to play Arrival at least once, if not twice. If I remember right the message from Admiral Hackett (not Anderson) comes in after Horizon, and once you've taken the call the Bahak system should become available immediately and stay that way for as long as it takes you to get round to going there and doing the mission. Look at the very bottom of the galaxy map for the Viper Nebula, which should be almost at the galaxy's edge around the six o'clock position as Shepard views it. The Bahak system is in there. If the Viper nebula is missing I'm not sure what may have caused that but you may need to reinstall the DLC. Either way, dead Kellys should be no obstacle to playing it.

No, the thing is, I had finished my entire playthrough long before Arrival came out. Suicide mission, everything.. It's all done. With all five other classes, I was able to play the DLC, but with the sixth, the crew is all gone. And apparently without Kelly there to tell me about it, there's no trigger for the DLC. I have deleted and redownloaded, I've checked the Galaxy map, I've gone to other locations and then back to the ship...
The only conclusion I can come to is without her there, the scene where she tells me Hackett is on the comm doesn't trigger and therefore I can't play the DLC. (And I meant Hackett the first time). It's the only conclusion I can come to

I'd contact EA Support and query this. My very first ME2 playthrough I got Kelly killed and then played Arrival afterwards, and I'm pretty sure I did the same on the second playthrough. Am part way through another run on ME2 and have not yet done Arrival so I may test it over the weekend by letting the entire crew die and then seeing if Arrival is playable.
Edited to add: just re-reading your last post and I realise that this is a playthrough you completed without Arrival installed, in which case what you've heard may well be right. You don't need a live Kelly to go do it but you do need her to tell you that Hackett's on the spacephone. Normally not a problem because she can't die before you get the mission but if you install the DLC after she dies then I guess you end up where you've ended up. The Gibbed save editor might be able to help. I'm on the wrong machine to check ATM but I have a feeling there's a flag for crew dead/alive/half are dead. If so then setting that to 'alive' might bring her back and let you acquire the mission. Will look later and try it with a 'dead Kelly' game.
Edited again: Yep, you can bring her and the Cerberus crew back via Gibbed. The notes make it pretty easy to work out what to do but this is what I just tried: On the Plot tab click the Flags tab and uncheck the boxes "[End] Cerberus crew alive", "[End] Gardner is dead" and "[End] Kelly is dead" and then on the Values tab next to it set "[End] No. of assignments after IFF activation" to 0. That unkilled all the dead crew including Kelly for me (might be possible with just the last two or without Gardner, don't know, didn't try - I'd play safe and do the lot) and should hopefully fool the game into letting you acquire the Arrival mission when you talk to Kelly again. Let us know how you get on.
