Dual Wield Normal Weapons

Does anyone else feel dual wield normal weapons at lv 12 is kind of late? I mean level wise that is half the game which is sad b/c my warrior was pretty useless until level 12 after that it was my best play through yet but just curious if anyone else felt the same that it should of been lowered to like 8 or 9 right out of Lothering.

I don't see the problem. It's not as if you can't dual wield before then. The only thing that does is let you use a second fullsize weapon. More of a bonus than something absolutely critical.

it's something important considering my character build was designed around a warrior holding two normal weapons & I have to spend half the game or half my levels not using my full potential & just anticipating my character actually doing the damage he should. Just seems like a small flaw to make you wait so long, i did it once already so its not a big deal just saying thanks to that flaw I doubt I'll do it again.
I feel like the skill was directed towards rogues only but they decided warrior could do it as well last minute. A rogue is usually a small weak elf in most cases that just looks funny dual wielding but a large brute warrior should be able to learn the skill a bit quicker if you ask me. Just seems very out of place to make players wait so long but obviously not game breaking or even that big of a deal since like I said I've already done it once just curious if anyone else was a little disappointed with this poor skill layout by the devs.

If that should be done then I there should be a down side to it as well. When you play as a warrior they could flip Dual-Weapon Mastery (that makes you able to wield two big weapons) and Momentum (witch gives you a good boost to attack speed) Since if you are a large brute warrior then you would be slower.
