After 2 premium specter packs and 10 specter packs... still no krogan shaman... I get level 4 weapon mods in stead... WTF???

Just because you have all of the previous characters doesn't mean you'll automatically get the one you don't have. It's all random [within the parameters of whatever pack you buy].

This is true...
However, I'm use to unlocking stuff in this game. Such a drought when characters are released never happened to me before. Usually, after a million credits or so, I max out all "rare" characters. Now, after 1.2 million, I have yet to get him once.
