The Divine wanted Elthina to be killed (when she asked Leliana to convince her to come to Orlais) but when that failed she told Anders to take matters into his own hands (destroying the Chantry).

You idea is possible. Although I really hope that they don't pull a ME3 and create a new character at the end as the main enemy. I would rather it be somebody we know (like Justinia, Flemeth, Justice/Vengence) but it is a decent idea you have.

She probably got it from my Warden (along with Leliana) and then gave it to Hawke, who the gave it to Merrill (my canon Warden slept with Isabela, Hawke and a one nighter with Isabela then went to Merrill).ledod wrote...

The last of the Old Gods to walk Thedeas. She is tainted, but has come to master her taint. Attempting to ressurect her surviving siblings by clearing them of the taint through the ritual.

I think that at this point Justice is completely corrupted and believes that all of Thedas should be destroyed by killing off the leaders of the Chantry the only ones who are trying to find a peaceful solution to the Mage Templar War and unleashing the demons by the breach, remember Gaider did say Anders can die but not necessarily Justice.
I also think Flemeth will recruit or help you stop Vengeance because his actions are interfering with her own plans.
